The problem is the OEM contracts that (at best) discourage and (at worst) prohibit major pc makers for shipping the OS the customers wants (be it Win, Linux or others, or simple naked pcs).
As along as these contracts are not deemed anti-competitive, people will consider win as part of their pc and will have little incentive to choose.
If this type of attitudes were the norm in the 80's, the soviet union would still be on subjugating its citizens and its neighbours. Well, actualy they area actively trying again.
Until these guys understand they cannot and soulh not control what their people think, they should be considered a represive dictatorhip and be subject to sanction. But in this world of pussies and liar politics, we keep pretending they are a special type of regime. f them
The Parliment explicity noted that it was rejecting the draft mainly because the proposed ammendments (by an EP comitee) were ignored by the commission.

If it burns on hydrogen it produces

The problem we have today is excess

You are forgetting competitiveness,
creation of value, free competition.
For small companies struggling to stay
in the market and contributing to the
economy, going underground is not an option.
If you want to be in business you will have to pay.
