While a few (yes, and really VERY FEW) local boys have been hooked by The Feds, most are too slick (slimy?) to fall for leaving readable tracks for law enforcement to follow. In summary, this law is token and nothing more.
I think the point about using a wiki as a reference for a reserch paper is not about Wikipedia's potential content quality, but rather that not only can the content itself change at anytime, the quality of that content at any time can very from total crap to high quality.
Reserch papers need to reference static content of a known quality, and published encyclopedias don't change every few minutes depending on the whim of some random reader who disagrees with a particular point.
And, other than pre-college schools, why would you use an encyclopedia or wiki anyway?

Not always, and really, not often. Most large universities and corps will clame ownership of all your thoughts on the assumption that even if you do some work at home, you're using knowledge gained at work as well. In any case, it will be in your contract.
I can just see giant problems here. First you position all your supplies to build a moon base, and then you unleash semi-autonomous robots to build it. What happens next is nothing less than the total destruction of human life on Earth, after the robots build their moon base, slowly becoming self aware, and then deciding that all our bases are belonging to them. This is a BAD idea.
