INAL but I'm pretty sure that all that national security issues would mean is that the retained records must be kept classified for the duration relevant to their security classification. It doesnt mean that they can destroy them to keep the dirt from getting out at some time in the future. Besides, National security is about the security of the country, not maintaining the reputation of some politician that did something wrong and wants to keep it secret. You could argue its against the national interest to keep such things secret, as even if it hurts bush and his administration for things to come out, doesnt it hurt democracy more for them to get away with it? Which is the greater good?
That expectation that it should be easy to do vector graphics is what led me to code on inkscape. The same holds true for at least one other coder, and is the reason the selection cues in inkscape have a mode which works like !draw did. We still havent got round to that isometric grid yet tho....
This comes hot on the heels of them sponsoring the uber converter project to the tune of $10000 to create a XAR>SVG conversion util, to increase compatability with inkscape.

SVG allows you to embed a lot more than just the graphics related info, like you said it can be any text or text encoding, so you can put fonts, bitmap thumbnails, info on what the file is (think keywords for search systems) author info, licensing info, whatever takes your fancy.
If you get what you pay for then pay something in the region of what you'd have paid for a years worth of MS licenses and have the code of the OS projects your gonna be using security audited. And at the end of it you can have some confidence in the security, more than can be said for the closed source option.

The storys inaccurate, its not Bill Gates funding Spaceship one, its Paul Allen. Microsoft connection yes, Gates, no.
