    FCC of US will do what is necessary according to its charter or equivalent directive goal set. Only genuine complaint founded in fact of experience with proof and isolated to this supposed interference as cause will end this service. Complaints are mixture of supposition and blunt misinformation if made in other circumstances. Nothing apart from those proved to be effected will change policy, such is necessary and just.

    Most direct, most necessary; the definate detriment to the majority for prevention of potential freedom of individuals is lacking any basis. If the US judicial system is to intervene and imprison an individual for the registration of particular domains that could be visited by children by means of typographical errors, proceed fully, no? Government housing for all children until the age of 20, formulaic education, elimination of non community focused thought, similar reforms; or perhaps Ayn's vision does not apply. Perhaps this gross violation of reason, by subversion into morality which the government as representative of populations in a democracy and in a republic can not interfere with. Rather, to prefer instead that democracy be subverted to fascism, that way at least the national economy benefits; in this realm only the few benefit for what is the expense of many from an unnecessary course of action.

    The amount a nation spends on developing, equipping, and maintaining its military forces is a factor of the size of its populace and range of national interests. That the US, by its size alone among the modern industrialized nations (Russia excluded as it is currently involved in conflicts to maintain its borders against internal resistances) must spend the most money on military. This is not to establish the US as the most militaristic though, that is estimated by a combination of the factors of wealth, productive capacities, labor force, and current percentage military spending accounts for in the expenditure of its collected taxes. America is then the obvious target of all who are against the industrialization of their environments simply because of this greatest amount spent and most obvious presence when forces are stationed in other nations. Do not confuse potential of force in the military sense with power as encompasses the influence and trade aspects present in diplomacy of the true sort.

    No superpower can exist any longer, there is no ongoing rivalry as was the case in the Cold War; rather what exists at the present time is that the current dominant figure in the midst of powers that will immanently overtake it in influence on the global scale is the US. This system is that which, whatever the distinctive factors become among future allied forces of proponent and opponent, will remain accurate to a significant degree. Oil is integral primarily to the US and the third tier nations that can not operate industrial facilities from nuclear or other means of generation of electricity either due to political instability, political hampering, or inadequate levels of current industry. The amount of nuclear weapons a nation possesses is irrelevant, the single factor with respect to true power of diplomatic influences, the only power that can be carried out for decades without irreparable harm to the citizenry, is the possession of the facilities to produce nuclear weapons and the facilities to launch nuclear weapons. Do not forget that if used, escalation kills everyone so numbers do not matter as much for power. As to corruption, it is a natural quality of all government from the blaring obvious dictatorship to the aristocratic republic; more obvious when immense quantities are involved rather than by its true indicator of percentages. In general, do not base assertions on incomplete analysis.

    To an extent, of course, you are correct. The percent of the GDP used for weapons is not the extent of militarism. No less, provided now is the requested information.

    With the use of the GDP, the population of a nation as a whole is involved. The costs to militarize that population based on the level of specific nations industrial development given current rates of taxation and potential for military production given total war must be considered. This is an area of significant projection, though some statistics do provide at least some idea of potentials.

    From these two sources, present military development and current productive capabilities, are what can be used to determine the impact of the increased burden in taxes caused by aditional development. To clarify, the focus was that in accordance with the need for further military forces to increase the potential for aggression, the US is not justified in exacting the taxes from its populace that would be required for the construction and maintinance of alert for the systems proposed.

Answers to any or all questions are requested. Requirement is of information, not supposition or statements of 'this is as reality provides by example of one' applied to other. Lacking statistics on relation of vulnerability of systems, popularity of systems, and proficiency of users of systems, again not supposition but, despite damned lies of nature, statistics of a given specific area and population. Provided this, solution is possible finally; though, again, only in that specific area and with that population. This is valid only insofar as others recognize that a general statement is by nature inaccurate to a degree and a specific statement is limited in scope and application in this area of exploits resulting from a combination of user and production errors.

    Perhaps a separate assessment, one ignored by all observed. The producer(individual, group, or team) of this worm may be initiating more extensive attacks against SCO than is known to anyone else. If this is the case, perhaps this "DDoS" is only the first volley in what will be developed into a large scale campaign to destroy SCO, literally. Given that all involved here are, almost certainly, not involved with either side of this imminent battle directly, the only thing to do is watch and prevent involvement from being forced upon anyone, so far as possible.

This is accomplished by means of describing the skills which are required by all jobs and the means to develop those skills, as well as the specific jobs which require specific skills and the means to develop those skills. The responsibility to select job or range of jobs rests with the youth, it is not valid to delegate this duty to anyone else. Provided the youth has interest in obtaining a job and is provided an idea of the skills necessary for employment in the diverse areas of employment, the methods of teaching are reliant on the material disseminated more so than the methods of dissemination.

    In the case of computers, it is the software applications that they run and schedule and guiding used. In the case of television, the programs viewed and the schedule and guiding used. In the case of books, the author and publisher are responsible for validity of information, the content appropriately classified and the schedule and guiding used. The modern and effective teacher is responsible for setting schedule and providing guidance in the use of the described. To the extent that increased pay and segment of budget increases the numbers or quality of teachers, so it should be allocated.     Questioning the use of funds for a particular area given limited information is useless.
