Actually, boycotting american products is a very legitimate way to express discontent. There is no real way (especially for non-americans) to boycott the president, but you can boycott american companies. If the companies see enough of a drop in sales, they will exert pressure on the government.
Now, pc games are not primarily an export industry, and there most likely are not very many other people who are going to also boycott american games, so his actions will have no effect and make no difference. But, that doesn't mean his reasons don't make sense.
This game missed its window of opportunity for the PC. Now that Doom III, Deus Ex 2, Thief 3, Half-Life 2, and Far Cry are on the way, who cares?
My reaction when Halo was first announced at Mac World: Whoa!
My reaction to this: meh.
It was only a matter of time before politicians realized that such a large stream of commercial revenue was going untaxed and taxed it. California is only the beggining. Other states will probably pass similar laws. In the near term California internet retailers will either have to lower prices further to stay competitive, move to another state, or just suck it up and deal with the lost business. I think most of the smaller retailers will choose the last option since the costs of the others will be too high.
As someone else mentioned, sales taxes already exist for walk-in purchases, so this is not a wild new concept. Of course you don't have to pay for shipping when you walk into best buy.
I think that's another thing they didn't consider - the hit that the shipping industry in California will take. Mabey it won't be that significant. Who knows.

Yes, MOO3 is crap, but infogrammes has published some really excellent titles too. Including Civ3 and Neverwinter Nights.
I think they are just trying to use a name that gives warm fuzzies to us old-school types. Their challenge now is to not ruin the atari name by publishing more crap like moo3.
No wonder their economy is in the toilet...
