How will they be able to assure the integrity and security of the servers ? If the Internet is fragmented, how can you be sure of the integrity of the data coming from outside of your borders.
Does that mean also that in case of war, you would have to break the connectivity with enemy countries and maybe with the countries that may not want to do it with your enemy ? Or redirect the routes so it would not get trough a potential dangerous country ?
Even though I quite understand why the EU countries would like to own the part of internet coming trough their countries, I am not sure that they thought about all the implications caused by this move.
I think that means that you can charge it during these 12 years without loss in intensity or quality in the signal delivered. But not that you don't need to charge it for 12 years.

Even if the system developped by japanese researchers could, in theory, works indefinitely, the pieces itself can break or decay.
So unless the system itself can self maintain, your device is limited by the lifetime of its components.
