The problem with that is that they have a law, and a harsh one (A good thing IMO) against drugs, whereas for the other guy they did not yet have a law written (They do now, but it's too late) so he was given the maximum they could give him for something they DID have a law for.
Now they DO have a law for it, anyone else doing the same thing will probably be up for the death penalty.
I also hear a lot of "well I can just ssh to my home machine and do x, y, and z" which is great until something happens (child porn is found on a library computer thanks to ssh and squid) and policies are suddenly changed and port 22 is blocked all over the place.
Which is why I run my SSH server on Port 443 because it's very rare that that will ever be blocked.
