There seem to be contradictory statements here then. It can be summed up as the following.
Linuses never pay Bills always get paid Aliens always pay (it's a monthly fee IIRC).
Linus using Linus = free Linus using Bill = Linus doesn't pay, and Bill always gets paid - this paradox causes a tear in the fabric of space time, thus cannot be allowed:) Bill doesn't use wifi (unless he is also a paying Alien) Alien using Linus = FON keeps the money (and Linus doesn't care, because he gets free wifi) Alien using Bill = Bill gets some money
The guys from FON were recently at ETel in San Francisco. There are also Aliens, which are the people who are willing to pay for access.
Linuses: People who will let others (Aliens and other Linuses) use their links, if they in turn can use other Linuses links.
Bills: People who will let others (Aliens) use their links, for a percentage of the profits.
Aliens: People who are willing to pay Bills to use their links (and since they pay, they can use Linuses links), but aren't willing to share their own connections.
Not only can you use whatever SIP phone you like, you can also use whatever IAX2 phone, SCCP phone, MGCP device, etc...and you can use them together.
You can call from an SCCP phone (Cisco) through Asterisk, over the internet to an IAX2 provider, who in turn connects to their provider via SIP, and then terminates to the PSTN.
The * really DOES mean everything. Asterisk does this all seemlessly to the end users.
Perhaps they sort their time logging sheets by first name, and Gary (both of them) just type their first name, and don't bother looking at the last name? Do gov employees get paid lunches? 9 * 2 = 18. Did they check if one had 0 hours logged on the same day that the other had 18? Where I work, you only have to log your hours if you do overtime, and you just get paid for "base hours" (generally 8, which would appear as 9, since we don't get paid for lunch) if no overtime is logged.
Yes, the above would make it seem like only one of the Gary's would have the extra hours...but not if the sort order wasn't explicitly defined, and could vary (ie; sometimes it'll be Gary B, then Gary M, and other M then B). Let's say that the sort order was "backwards" exactly 50% of the time. There are some ~250 working days per year (probably less for government employees, and even less with vacation time).
So, taking that 50% of the time, here are the possible outcomes (exactly 25% chance for each) for a given day.
Gary B selects Gary B, Gary M selects Gary M - 9 hours each Gary B selects Gary B, Gary M selects Gary B - 18 hours for Gary B Gary B selects Gary M, Gary M selects Gary M - 18 hours for Gary M Gary B selects Gary M, Gary M selects Gary B - 9 hours each
250 days (per year) * 2.5 years = 625 days 625 / 4 = 156...not too far off from the 119
Now, let's say they only work 4 days a week (hey, they're government employees, right? {well...were}). 208 days per year, minus holidays (8 iirc), and vacation (say, 10?) = 190 190 days (per year) * 2.5 years = 475 days 475 / 4 = 118.75...pretty close
These calculations assume exactly 2.5 years (it could have been more like 2.25), and it also assumes they both took their vacation on the same exact days (unlikely).
As far as the 24" LCD goes...what was his job? He very well may have required it to do his job effectively (just like some of us need multiple screens, or, as in his case, larger screens).
I guess my point is...we don't know enough about what led up to this decision.

Not a whole lot keeps two X servers from running locally. I saw this howto at tldp.org a few months ago, and was very interested. It requires a kernel patch or two, but it seems very nice. http://tldp.org/HOWTO/XFree-Local-multi-user-HOWTO/
This is slightly off topic, but I feel that it's interesting and related none-the-less.
Several years ago, I used to be the primary admin/coder of a MUD(Multi User Dungeon{A game online...}). I was randomly watching people play, and I noticed that there was one player who had no "prompt(a status bar that you see after every action)". I questioned this player, as to why he didn't have one, and he went on to explain that he was completely blind, and it made his text-to-speech software go nuts, because it was far too much information, too quickly.
Anyhow, one day, he asked if he could help out with a little bit of coding...I was intrigued. I asked him to write me a small command, and he was done in about 30 minutes. I'll admit, I'm not the best coder in the world, but this was some of the cleanest code I had ever seen. A blind man named Dave(I think), was a better coder then most people I know... If that isn't inspiring, I don't know what is.
So, did they just claim that there are less than 1.2 million Linux users? I call bullshit.
What would be funny, is if somebody managed to automate this, and used an IE exploit to force it to run.
Disclaimer: I cannot be held responsible if somebody actually does this.
/. needs a "sad but true" mod. You would have just gotten a +1 from me.
Obviously, then, the answer to your question is "post an Ask Slashdot article". ;)
identity infringement?
Yeah, definitely not new. Perhaps the OSes and/or distros they offer are new, but the "TestDrive" program has been around for a few years.

Sounds like a question for the FAQ.
Bill links are never free.
Sorry Ejovi!
I found a podcast of the aforementioned talk at ETel.

Of course not.

No, if you look at one of the mirrored copies of the one in the article, you'll see the same typo. Good catch.
oh yeah, if anybody knows how to fix this...
