You don't need an ID to vote. Plus it doesn't increase the odds of getting jury duty, that comes from multiple sources including drivers licenses/ids/tax filings/etc.

I would make it all Ring 0 for performance reasons. Nothing could possibly go wrong. But now that Linus is back in charge it probably will never happen.
Be prepared to sell any investment that claims "AI" or "autonomous" because those advancements are completely dependent on ever increasing digital processing (which isn't going to happen).
