It is possible for light to bounce off stuff, especially the nice shiny white interior of most passenger aircraft. In fact, that's exactly why it's that colour, to maximise the use of light present in the cabin in the case of emergency.
So shouldn't we try to fix the system, instead of stopping possibly-useful laws from being put on the books because of a perceived threat of abuse? Just asking.

How about 2+ drive heads, independently moveable, operating on different sides of the spindle, which can seek while one head is reading. Or maybe more than one head can read at the same time. I'm sure it'll be rather expensive, but it would offer the highest density and (if it works) improve seek times. Meh.
