That part of the RegEx is looking for the first *singular* occurence of a forward-slash (ie; ignoring the forward-slash pair in "http://") followed by a word-break (\b) or end of line ($):
/\b\/(\b|$)/
I assume Safari is interpreting "\b" as a literal character, rather than a word-break.
