I, for one, am not worried in the slightest about Dmitry or Mitnick spying on me. I do worry about the government though.

Color me cynical, but I can believe that the government would use such tools in ways that they were not originally intended to be. Then again, maybe I'm not so cynical considering past events such as McCarthyism and the illegal internment of thousands of American citizens. Now, with the PATRIOT act, the government doesn't even need to make a real solid case against me before they begin survailance. They only need to get a judge to sign a warrant, which he must do without evidence if the government says it's for "national security".

No, IRC and IM are totally different, even from a user perspective.

IM revolves around contacts. You have a list of contacts and you can intiate two-way conversations with them. While some IM systems allow you to create chatrooms ala IRC, that is not usually the primary focus. Most emphasis is on the two-way instant messaging.

In IRC though, it's just the other way around. The whole thing revolves around channels (chat rooms) you can join and then participate in whatever public conversation is taking place there. Although it is true that you can sent private messages to individual users (/msg), the service is centered around the channel view and does not provide many private services such as individual contact lists.

While both systems may draw features and ideas from each other, they are fundamentally different in concept and execution.

I just messed around with XFree86 and the driver settings until the damn thing worked. There should be an easier way.

No, please don't. Stuff like this is not likely to impress Perry because it does not directly benifit any of his big-money supporters. OSS is much better served by remaining under the radar of such big money politicians as Rick Perry. Let the state agencies move of their own accord. They will adopt the software that best suits their needs and budgets so long as the politicians remain blissfully unaware of the impact of such decisions.

However, if someone like Dell (for example) were to come out in favor of OSS in goverment my opinion would be reversed. The point is that as long as OSS might be seen as a competitive (or strategic) threat to certain tech companies with significant pull in the state house, then it is better that the OSS issue maintain a low profile. It will still work it's way into the areas in which it is best suited.

As Austin is a major university town and is the capital of Texas, there are always a lot of people moving to and from the area. As far as the native Austinites go, I'll bet you still find plenty of them around, it's just that Austin has grown so much in the past couple of decades that the native population is now far outnumbered by the non-natives. That is not to say that many Austinites have not left Austin, but I would hesitate to say most.
