Heh, I just had this horrible image of someone taking the time to create an templated, automatic bully-site. You could include pictures, etc. It would be kind of like Scott Pakin's automatic complaint generator, but I think not really in a spirit of fun, but with more ill will.

In some regards, yes. MSIE had for a long time and to the best of my knowledge (though I may be wrong here) still has, the best CSS support around. This is really something that most users will notice because lacking CSS support make pages look like crap.
Is it the most standards-compliant? No.
Do 95% of the surfers out there care? Not by a long shot.
Do they just want fancy pages rendered correctly? Yes.
Microsoft's dominanace of the browser market means that it isn't important to Microsoft that Internet Explorer is the best.

For a lot people, IE is, hands down and like it or not, the best browser.
Somebody steals your car because you left the car unlocked and proceeds to run down pedestrians. Is it the owner's fault for leaving the car unlocked? No way. Yes, the car can be a dangerous weapon, but in no way would anybody consider the owner is to blame.
Actually, yes... In (at least) some countries it is against the law to leave your unattended in public with the keys in. It is considered encouraging criminal behaviour (I'm not sure what the legal term is) and is a (theoretically) prosecutable offense...
