I work in a similar environment, and I understand both the user of technology and the IT sides of things.
What it basically boils down to is this. I was to use technology A, I contact IT and ask if it is possible, they say sure anything is possible, but it will cost you X dollars. At which point jaw his floor. Looking outside of IT structure I see I can have it built for Y dollars with is a merest fraction of X.
Though I understand on the IT side of things as well. Who is going to maintain A, particularly after you up and leave and it is not a critical system? Not to mention all their security policies they must adhere to etc...
Anyway for this particular example I would say, no IT shouldn't have a login to your private server, however you also shouldn't have access to their network. If you want to develop external to the system, then it should be external to the system, don't expect to be able to connect to it.
I typically pay about 6-8$ a pint. I recently was at a hockey tournament in North Bay, Ontario, Canada and was pleasantly surprised to find a pint of beer for under 4$!

So while NextEra Energy Resources may run the stupid things, likely someone like Siemens actually built the things. Generally speaking while NextEra Energy Resources may maintain things, Siemens would really be the technical experts.
Thus this is why I was told companies like Siemens can actually connect to windmills in the US and Canada from Denmark or wherever they are located. They have full control so they can try and fix problems remotely. They do this over the Internet. As soon as I heard that, I was like "What? Really?" as it was a huge red flag for security. Of course these are supposed to be secure systems, but I know the one I saw didn't look all that awfully sophisticated. If there was a "flaw" in the system, someone that works there, particularly in IT would be well placed to discover it. Likely he was able to connect much like Siemens would.

However how fun will it be when trying to coordinate with your "friend" a complex puzzle only to get your part complete, and to sit there and watch your partner fail and fail over and over again to move, fall, and hit some moving target with his portal gun for you or him to fall through.

Yeah I know many games used to have Autoaim for FPS on the PC. Most consider it cheating, and insist it be disabled. On multiplayer most servers have it turned off.

Now its about political lobbying to make stronger laws making it illegal, then suing those people that break those laws for exorbitant amounts of money, trying to fear monger the rest of their consumers back in line to their old model of distribution! If Fallout 3 has taught me anything, its that building that sort of thing in the Mojave desert is really just making experimental weapons. Also it will be an excellent base after the fall of man.
Ya I thought 170$ Million was a bit cheap for 400MW solar energy... I was at a wind farm that cost about 500$ million for about the same, and wind is supposed to be more economical... (comparatively to solar anyhow)
