Yep, just finished reading it. The idea is that the morality of feeling bad about being late was wiped away by the small fee. The parents were paying approx $360/mo USD for care so an extra $60 a month to be as late as they needed to be wasn't such a big deal.
Once the trial was over they stopped charging a late fee but the parents continued to be habitually late. I say $20 per incident would have set them straight.
It was all about the incentives, be them moral or monetary, which one was less expensive to the parents in this case? $3 a shot. I have learned something about people by reading that book.. it is really about incentives. To cheat, to be late, to achieve.. it's all about incentives.

Estevan has increased levels of skin cancer, and lung problems, lots of external issues like eyes and asthma and a perma haze over a town of 11,000 people. Not ot mention if you look out to the east of the city (Hwy 39) on google maps you'll see the wonderful spill piles from years of careless strip mining. While the results are in fact cloudy, you can't change the fact that what we're doing to the environment is having an effect in some way.
Mother nature is way more powerful than a lot of people realize (see: trying to control a hurricane). I agree that Earth will continue on it's merry way wether we manage to kill ourselves or not in the process of stripping it bare and filling the sky with garbage.
It'll all work out in the end, we only notice and care because we're the only ones aware enough to see the problems we're creating.

While i largely believe that religion tends to be of a philosophy of "Do as we say, not as we do.", and being a proud agnostic to boot, i could see how all those years ago, the quest for answers about God could lead to looking into the 'heavens' for those answers.
God, Gods, spirits, whatever you happen to believe in is simply an accepted superstition. I do not push my beliefs on anyone and i would ask that they do the same.
In my opinion science is simply the search for answers where religion is the acceptance that you'll never find the answers you seek.

I have a book mostly centered on TNG that i'm reading, it came out after the 7th season ended and explains the rough start that TNG had and the core crew that they finally ended up with. Gene Roddenberry actively pursued Berman to join the franchise. Berman took Roddenberry's direction and ideas as best he could i think. They have strayed with the cowboyish mindset Enterprise has but TOS was like that as well.
All we actually need to put together is say $50,000, that ought to be enough to hire someone to whack Berman and get Star Trek back on track with a new head.
