I disagree. Tiered income taxes punish work, success and discourage people from achiving. Using your example, what if the 2nd tax tier started at income over $1,001 / month? Is it right to punish the person who works to raise their income above your $1000 / month example with a bigger tax hammer? What is their incentive to work harder, achieve better and raise their income when it means they'll be allowed to keep less and less of each extra dollar they earn?
Punishing achivement is no way to encourage it.
