The president as head of government/state is very usefull. Beyond being the single point of contact for foreign governments, the president has coordination and control authority over the executive departments. Imagine Rumsfeld without a leash (however long the current one appears to be).
The alternative is to place the executive under Congress, but then you lose the separation of powers. Might as well abolish the judiciary while you're at it and make it all one branch. Well, with Republicans in control of Congress what would you have to worry about? "The Republican party is the only legal party and yes that is constitutional because we said so!"

The real problem is there isn't a 50% requirement in federal elections. It only requires a plurality. That is why you hear so much about 'wasted' votes on third party candidates. They couldn't be 'wasted' if the winner needed 50%.
Yes, in Maryland you get the best of everything. You get the Diebold 'AccuVote-TS' system AND gerrymandering (I think the 3rd district is my favorite).
What about Harpoon 4? It has been in development for as long as Duke Nukem. According to the project website the project has been in the works since 1997. Unfortunately the project has been dropped by another in a long line of companies that have worked on it. Maybe someday I will be able to play Harpoon 4 or at least finally hold a funeral.
Another project long-anticipated by grognards is World In Flames by Australian Design Group. At least they have the excuse that the project was run in-house for most of the development time before being handed off to Matrix Games in October. I still play around with the last publicly available beta. What will I do with all the free table space once WIF is finally released?
Ah, but it isn't a simple case of determining the worst case. If I give you the option between don't do x and there is a 1 in a trillion chance you will die or do x and have a 1 in 2 chance of losing an arm which would you choose? I would gamble on death even though it is the worst case.
The odds are different but the concept is the same. The economic consequences of proposals are better understood than the environmental. You may be willing to risk another worldwide depression for a chance at preventing a possible environmental disaster, but others are not.
Critics of global warming theory say "x y and z will never ever happen".
Actually critics are saying that "x and y may occur in the event of z. Doing a may prevent x or y but will definitely cause b which sucks big time."
Simple cost-benefit analysis. Same as a doctor who doesn't want to follow a course of treatment known to have serious side effects unless certain that failure to do so will result in a worse outcome.

These 3 letter agencies actively groom relationships, and in some cases even direct corporations on what information to collect on their behalf.
They may not be constitutionally prevented from spying on US citizens, but US agencies are legally restricted from using proxies to collect information that would be illegal for them to collect. Whether they actually abide by the law is a different story.
