This is not news. GPS was designed from the ground up for the free public signals to be disabled for national security reasons.
US military GPS systems would still function, as would the systems of any other US government agencies which are allowed to use the encrypted signals (like rescue or emergency-response teams). Only the non-encrypted public signals would be turned off.
It's absolutely the best reason.

Who cares if a space elevator doesn't help much getting stuff into Low Earth Orbit. If we've got a space elevator, LEO is dead. Bypassed like the Azores.
