If it were up to me there would be no speed limits anywhere but the penalties for crimes such as vehicular manslaughter and driving under the influence would be much for draconian.
By your logic, DUI should be legal unless you cause an accident. Speeding is dangerous, just like driving while intoxicated. The laws against speeding and DUI are designed to help prevent accidents, not just to punish those who are unlucky and/or unskilled enough to have a wreck.
True, the cost of living is much lower in Austin than in Redwood City. But EA's headquarters is in California, and there are many more employees there than in Austin. EA's web site says it employs 4,400 worldwide. It's reasonable to assume that a majority of those people work at their headquarters. As far as I know, Origin Systems only employs about 300. Moving or laying off 300 people is a lot easier than it would be to move the headquarters half way across the country.
What does it matter if Microsoft knows that you searched for the code online? It's either sharing or downloading the code that's illegal, not searching for it.
The IP addresses of those sharing the code may be available from the server, but isn't the download conducted peer to peer? If so, it's sharing the code that would be dangerous, not searching for it or downloading it.
Rather than trying to sell a famous number you were lucky enough to receive, just auction off your services to write a No. 1 hit song based on someone's existing phone number. Any old number will do.
