Um, that'd be me. I've sat and drank nearly a litre of expresso (I have an expresso machine:)) then went and gone to sleep about a half hour later. Usually even with sleeping pills I can't sleep, so sleeping after a lot of caffiene is kinda weird.
My doctor got me to stop drinking caffiene later in the day, and gave me sleeping pills, and all it did is reduce the quality of my late night programming... I still can't sleep.
Ok then... who is going to make the laws that governs the countries?
No matter what you say somebody will disagree with you, and that's why this wont happen. Unless you get everyone to agree then it's not going to work.
At a price of 18k I don't think your average pawn shop would buy it, and being fairly rare I'm assuming it wouldn't be hard to track down.
If I was given a choice between stealing a $3000 computer or a $18000 robot, I'd take the computer.

Err, this has what exactly to do with the article?
My ISP already filters outgoing traffic, and is much more effective.
Whenever a major virus breaks out, they have a filter installed within a day or two that will monitor all traffic looking for certain signatures and patterns. If anything is detected, they cut of your internet connection and contact you to let you know your infected. Once you let them know they'll re-enable your connection (with filtering) and there will be a fix waiting in your mail box for you.
The down-side is this only detects them after your infected (if the infection got past all their mail server virus scanning and such). Another good thing is that these filters detect most spam trojans too.
How about having two sets of help, "basic" and "reference". Basic being basic usage and examples and reference being the current man pages?
Or... snag a licensing version from somewhere and it requires no activation at all. All my, err.... 'purchased', MS software is licensing versions.

Ever tried running one of those with WINE? For me, at least, they usually work much better than some of the windows apps I try to run. :)
