Because Comcast is the ONLY option for broadband other than satellite. They have a monopoly and they know it. When the county started to roll out wireless my city was one of only two or three that refused to even ask to be considered for phase I - if I understand the (somewhat secretive) agreement Comcast gets an exclusive franchise in exchange for cash payments to the city.
DSL isn't available (and even if it were I'd have to buy a phone line to go along with it which would make it even more expensive than Comcast). No wireless. No competing cable. No fiber for miles.

The only vulnerability faced by MS are a voting public that tires of ever-increasing taxes and millages to pay for MS software in the schools and the government offices. The student/home edition of MS software was released to squash what little resistance remained in even that arena.

The people elected into office aren't bright enough to do anything about the problem. The people who repeatedly put them there are more interested in protesting this and whining about that to care.
In the meantime, by blocking ALL email originating in APNIC and RIPE, nullrouting any email that refers to pages hosted by geocities, using SpamAssassin with a trigger score of 3 and making liberal use of mailinator and other disposable email addresses I can keep the spam that makes it to my Thunderbird spam folder to a half dozen a week.

I have had personal, face to face conversations with two US Reps (Knollenberg R-MI and McCotter R-MI) over the issue and neither one care. A friend's father died after he turned up at the hospital while having a heart attack, and the hospital insisted on checking out his insurance first, then said they didn't want to deal with that insurance company, and sent him to another hospital. He died trying to drive himself to the next hospital.
If this is true then your friend is all but guaranteed several hundred thousand dollars (with a crummy attorney) to several million with a good one. There is absolutely NOTHING legal about these alleged actions on the part of the hospital and there is no defense that will save them.
