Actually, it appears that JavaScript and ECMA aren't quite the same thing. Or at least not in the windows sense of JavaScript.
If you look in the 'windows script documentation' (a big help file for VBS and JS) you'll see two lists of features (JScript > Reference, for those following along at home, at least, in version 5.6), the ECMA compliant ones, and then additional features that aren't complaint (and presumably not in the ECMA specs).
Look at the picture; on the front of the guy there is a tank with the label "emergency air supply" for just such an occasion.
Of course, one has to wonder if said oxygen tank will allow you to properly decompress in time. Of course, when faced with running out of air, the bends may be the least of your worries. Of course, with SCUBA you always have redundant systems, and having an air tank that's insufficient for it's purpose doesn't seem to fit the bill.

But what about the fact that the energy does have to come from somewhere?
Wind power has started to show vast weather changes of those downwind. Since the energy is sucked out of the wind and it changes the way things work downstream. I imagine water would behave the same way. Drastic changes in the currents, and thus the ecosystems. Not only in the immediate vicinity, but probably worldwide, the butterfly effect and such, even if these are few and far between.
