It is effectively a form of sexuality (albeit an incredibly destructive one). The only real treatment is counseling and some form of castration. Even with treatment, reoccurance is possible; without treatment its almost absolute.
Even though its incredibly unpopular to say so, I do have compassion for these people. The vast majority know that they are causing hurt but are unable to stop. I don't think they're evil, just very mentally ill.

It apparently tries to guess what the background should look like. I'm sure if you look around there you'll find it.

As often as the FBI fucks up they still have some of the best people in the world to look at these pictures and evaluate if they are legit. Fooling the public is one thing but fooling investigators and defense experts is a whole other ball of wax.

I've found that if a program is in the repository as a package things work pretty well. If its not, its hell trying to get it installed. MSI files take for ever to install but they're easier to install, manage and then remove later than the current poor attempts (from what I know of) at a general installation system for Linux.

I doubt you could get as much back from a CD-R mainly because once the dye fades I don't see much you could do. I'm sure these companies could try to work some magic but its not like the data is necessarily gone from the HD there's just no way to access it. Using CDs or DVDs to permanently back up important information is suicide, not to mention that its much more expensive. When I could buy a good 160 GB from Maxtor for $80, I don't see much point of using CDs and DVDs for anything other than short term backups and for using as actual CDs and DVDs.
My family sent an old computer once to a group that gives them to Native American children in NM since there is no way these families could afford one on their own. The group is called Another Byte or something like that. That's the closest thing I know of to what you're looking for although I haven't had to recycle in a while so I can't say I've looked lately.
My only thinking as to why there might not be a program like that is because I'd think it'd be pretty expensive to send these computers overseas due to their weight. Computers and old CRT monitors are not usually very light. The other issue however is what developing nations would be able to do with these computers. One would assume they'd be in some form of an internet center in the middle of a town or have one computer in the town (Iran does this I believe). If so, I'd think there would be a huge need for network cards which older computers might not have or might not support (depends on how old they are). That would add even more costs presumably.
I've gotta say that one of the advantages of AMD's attempt to make a computer for the developing world is that its small and light as well as cheap so organizations would be able to buy them and ship them at a reasonable cost.

Artists are given an advance but out of that they have to pay for recording, printing of the CD, some promotion and various other things. On a $10 album on iTunes, the artist is lucky if they make $1 with most artists making less and that's after they pay back the advance. In the end the label gets about 50% profit for a distribution network. In the electronic economy this makes absolutely no sense when there is almost no cost involved in distribution compared to the physical world and promotion can be done by artists for significantly less than they have to pay the labels. If you illegally download music and feel bad about it there is at least one site that allows you to donate to directly to the artist. If you do that, at least the artist gets paid hopefully more than a pittance and none goes to the huge scam which is the record industry.
Man how in the world would clean that up afterwards? I mean this guy's apartment was covered in tin foil but that's easy to clean up. Shaving cream would be a bitch and it think it might stain.

That's why people in industrialized countries live into their 70s while people in nonindustrialized countries live sometimes into their 40s. If you are against extending life for everyone else, then I don't see how you can justify getting medical treatment to cure illnesses. Increases in medical technology have happened at the same time as people in industrialized countries have decided to stop having as many children. Whether that is caused by the medical advances, I don't know. I do think they have some relation however. Many industrialized countries have a negative populations growth from birth (often times this is made up by immigration). I think this just all means that the prospect of a longer life has changed the way people view life and its stages and what should happen in each stage. I want to live for a long time because I'm curious as to what we can accomplish and I want to enjoy myself as long as possible. If you choose that the 120 years old that is the "natural" limit for human life is enough for you, that is your choice. I believe that humans can figure out a way to deal with these problems just like we have in the past and are continuing to do now. That doesn't mean we always make the best decisions but over time things tend to work out.
