I have used a backpack from Uphill Down (http://www.uphill.com/) for my notebook computers for several years, and have really enjoyed it. They have several available in your price range that don't scream "Computer" for all the world to see. Some advice - WIDE PADDED STRAPS! A computer is amazingly heavy when you have to lug it around over any distance. Also, the more padding around the computer the better it has saved my bacon dozens of times.
This is a really good idea, as even a full power laptop draws a fraction of the power of all but the wimpiest of desktop systems. I have laptop running on a 1.4 Pentium M (Centrino) and even when running full out (Doom 3, for instance) it never draws more than 70 watts. Look for some old pcmcia NIC's, most have *nix support, and you are gtg.
I want someting about the size of one of the old Sony picturebook, running on either a transmeta or via low power processor. It should have a color screen, although it doesn't have to be too fancy even older dual scan technology would be fine. It would need wireless, and should have decent (4+ hours)battery life. All for under $700USD. It wouldnt need all the bells and whistles that the Japanese like to stuff in their ultraportables, it just need to be able to browse web pages and run a word processor.
Are these Scoobie Doo type zombies? They aren't all that bad it's just some guy with a mask. As long as it's not the new "Dawn of the Dead" uberzombies I think we'll all be ok, just walk around them.
It's not a matter of saving money, it's a matter of safety. Would you want to go into a sunken vessel full of high explosives and start pulling stuff out?
I had this same sort of problem at work. But instead of trying to prove that the employee was spending innordinate amounts of time playing solitare we would just go in and change all the windows shortcuts to point random places. My favorite was to have it open mspaint with a screenshot of a new game of solitaire.
It seems that the most useful application for this product in terms of cooling would be as a vapor barrier to prevent frost build up around a cascade type cooler. If you notice the boiling point is not that hot but the freezing point, at -100 something, now we are talking some serious chill factors and can retain a liquid state
