I think we just need different "internets" for different purposes. If I want to do safe email, safe deals, safe chats.. I go to the "authenticated, id verified, encrypted internet". If you want to access this net, you have to get a government issued digital signature, and one bank account or credit card with funds, and work with them. If you decide not to trust some small african country government issued digital signatures, it's up to you. If you want your email server not to accept emails issued with these signatures, you can also do it.
If a spammer sends emails over this net, he will be automatically identified, prosecuted, and his digital signature will be cancelled.
On this safe net, sending one email will cost 1 cent, that will be refunded to you in 1 month. If the person that receives your emails considers that you are a spammer, he will notify the appropiate authorities and this cent plus an additional 1$ or euro fee wont be refunded either.
If you open a website on this internet, you will need to deposit a small amount of money (maybe 200$?), and your true name will be connected with it. When you delete the website, this deposit will be returned to you.
Then you will have the "free" internet, where you can say anything, pretend you are anybody, etc.
And big corporations could even add another TaserBot per consumer, to "suggest" what you should buy and what you should not, adding some taser arguments to their suggestions.
I think these are the cases where these tests will start to get applied.
I think in the near future, you will be able to correct these mistakes by choosing the right sex cells from the parents, and avoiding others that are carrying the genetic diseases.
Once you have deleted all genetic diseases from the human gene pool (that will be done very fast, I think on 2100 nobody on the developed world will be carrying these genes), you might want to start making sure that nobody is fat, or of a short size. Maybe you don't agree to select these genes for your sons and daughters, but then you will have to assume that they will be fat and short in a world where 90% of the people will be tall and slim. Thus, they will be seen as different. Would you want that future for them? Probably not.
And then, why not adding a soft skin, strong muscles, good memory, and resistance to fatigue? That could seem like a nice idea, and if you didn't do this, you know all your neighbours will be doing it, and your son/daughter will have to compete at some point with them.
I think this ends up in a risky situation, where humanity tends to choose the same genes in the following generations, thus diversity and resistance to new diseases and new situations will decrease...

HOWEVER this fee will be fully refundable, in 3 months, if nobody tells your ISP that you are a spammer.
Thus, every e-mail stamp price that you pay will be returned to you as long as nobody tells your ISP that you are sending spam.
There must also be a reasonabe limit to the maximum amount of "protected" e-mails that any computer can send, so that no zombie PCs ruin their owner.
Also, anybody running a "protected" account can choose to only receive e-mails from other "protected" accounts.
