As long as you get the speeds you paid for, it doesn't. The problem was Verizon blackmailed Netflix to pay protection money to prevent Netlfix traffic from being throttled, i.e., slowed down. As long as you get the speeds you paid for and not throttled, network management that improves traffic would not violate net neutrality.

You might want to read Google petition to the FCC to reclassify ISPs as Title II common carriers. This will allow Google access the utility poles to run fiber which in many cases they do not.

Most companies have a budget and a upgrade cycle where you replace equipment. Perhaps you haven't noticed the IRS budget has been slashed and continues to be cut. That's beyond odd since the IRS generates revenue for the Federal government and insures all Americans pay their taxes.
