Absolutely. I spent the last four years in a dairy milking area, and it's incredible how the town has to run itself by the timetables of dairy farmers. Given the small margins made on milk here in Australia, most smaller farms (200 head, say) just can't afford extra labourers.
Apart from the odd broken fence, it's not that likely to happen, at least on the dairy farms I know. If the bull's in the same paddock as the cows, they've been dried off and they won't be milking.
And if a bull does get into the paddock, he's going to be way too busy to check out the dairy.
Speaking from experience, they also like to be able to delete stuff that could render them liable to a discrimination lawsuit--date of birth, marital status and so on that many people still seem to insist on including.
I should also point out that although the CFA staff are volunteers, they are quite well trained and professional in their approach to their jobs.
I know Warrnambool quite well, and I can say that the CFA there are definitely better than the volnteers firefighters of Springfield, although I can't really speak for the rest of the town...
The CFA will also routinely deal with incidents involving downed power lines--car accidents, storm damage and so on--and thus (as others have pointed out) need to be able to determine if a line is live or not.
Let's not forget that the acceleration of those cars will reduce the earth's speed in the first place. Assuming lossless energy transfer, the best you could hope for would be a brake (boom tish!) even result.
