With Google being a publicly traded company it would be very surpising if they could keep something that big (such as a Google OS) under wraps. Well there's no legal need for them to share what they're up to, I'm sure their investors will want to know and somebody will eventually talk.
Actually, they're probably making sure that who ever is in charge does *not* sell off the tld to the highest bidder. That's why they want to make sure Iraq is stable first. Iraqi citizens should be the first ones to have access to these domain names.
It's always a game of cat & mouse. Everytime they come out with a new technology to protect people's identities then the "bad guys" will come out with a way to break that technology.

Actually, you can use third party Mac clients for Google Talk but I'm not sure if they support the VOIP feature.
