Does every school have one for just that purpose? I attended 5 different schools in k-12, and every one of them had a grumpy old lady who only appeared as part of a student's punishment. Do they keep her on payroll just for that? And they're all suspiciously similar, like they're mass produced somewhere. I always figured it was the natural result of spending 30 years supervising punk ass kids who just want to be left the hell alone, but now I wonder.

That's because it's become standard for lusers to waltz into tech support with claims of "Nuh uh! I don't have any malware on my machine!" then be proven wrong about 3 seconds into a Spybot scan. I'm not saying you do, but it's a claim I've heard enough times not to take at face value.
If you are seeing people you do not know or do not know well, dressing nicely serves several purposes. It shows respect for the people you are meeting, making their first impression of you better. A poor first impression can be corrected with time and effort, but why create that bother?
I'll give you the respect point, because I'm a big fan of showing respect. However, as a rule, I'm not really concerned if my appearance makes a bad first impression. If appearance is so important to them, let them think poorly of me. If looking nice makes you happy, I'm happy for you, and I hope you get every woman or job I missed out on because I picked my nose or scratched my butt at the wrong time, since you'll probably fit in to those situations better than I would have. My perspective comes down to this: I'm not willing to put effort into my appearance, and if someone's not willing to interact particularly closely with someone who puts no effort into their appearance, I can probably save us both a lot of trouble by flagging myself as offensive early on.
If your thesis is not legible, it's useless. I can be ugly as a pile of rotting shit and it doesn't change my effectiveness as an human being.
I'm a slob and I like to think it says, "I didn't care enough to put time into how I look today because I respect myself enough not to waste my time on things that are of no benefit to me."

Seriously! How many times were the police on my ass and my friends' asses when we were 12 or 13 smoking cigarettes? And where were they when my house was broken into? Probably out hunting down truant teenagers.
In all fairness, it probably has to do with complaints. No one but me bitches that some jerkoff broke into my house, but I bet the whole neighborhood calls in to report loitering teenagers. As public servants, they have to follow the guide of public interest.
Seriously, I got some burned CDs and a smelly sweatshirt stolen out of my car in Eureka. If they were trying to raise money for food, they would have been better off stealing the driver's manual or spare tire or something.

When I was still running Windows, msconfig was my best friend. Some programs will detect that they've been told not to start at boot, and will change the settings back. Then it gets uninstalled.
I find games less scary for that reason - if I'm playing the game, I'm thinking about what I'm doing, and what's going on, whereas I'm much more passive while watching a movie. It's something that happens to me without my control, which I find scarier.
Disclamer: The last time I gamed regularly was when the Sega Genesis was the hip new thing. I have occasionally since then, but not much. That may alter my perspective somewhat.
Totally unrelated to anything you actually said, this totally makes me giggle. I died a little every day I spent in Catholic school, and hearing people say things like "the lord or whatever" makes me feel warm on the inside.

Yes. Just about anything else. California, especially the northern portion, is fairly environmentally conscious. I think most residents (and clearly, being a lone Californian entitles me to speak for all Californians) would prefer to see it go to, say, environmental cleanup efforts or maintaining the roads or even something as crazy liberal as low cost child care or health care.
