It is sad that governments around the world cannot seperate the intellectual from the actual. Of course i can see how if you dont like it you can be controlling enough to tell others what to believe imo that IS WRONG and totalitarian. Let people live and learn being belligerant and controling only enforces the physical prison we are all in. Let us learn to be free fair and just. Not controlling inprisoned desperate. This blinded adventurism atleast from a eurocentric veiwpoint is what in the past has caused massive destructions of natural environments and wholesale slaughter of cultures. Why the hell at this point in sciences should we have badly managed projects that say we made mistakes caused we learned. Why can't it be we learned not to make mistakes. The question is what do you plan on doing with the audio clips and how many are there. Where it may be practicle to use the first method for a few "participants" in the case of 308480 samples which are going to be statistically "sampled" digested.. used for statistical characteristics of frequency amplitude time of occurance etc.. etc.. to make a "statistical database" with the sampling being used to reduce overhead of processing another method would proly be prefered.

the basic idea of this program would be it should have a codec for the type of sound (wav) that is being used. Wav is the "basic" audio format used in cds etc. Sampling rate and audio type stereo or mono are the basic considerations if you only have one point of sound then its going to be mono and the sampling rate will most likely be the highest audio quality of your sound recording source 41k is around cd quality. Not to turn this into an audio lesson.

However all legalities are is ways of creating barriers to interactions that may be unwanted. In times of war the military is fully allowed to gather intellegence it is part of their role in combat intellegence. For instance the SAS and other special forces both blackops and special forces routinely are said to conduct operations which go beyond regular operations both on US soil and in "foriegn territories" both known and unknown(presumed). Usually use of the paramilitary is enough however it seems that NATIONAL security by any means necisary in foreign populations and now domestic ones.
Technically if in operations they can take actions

Personally I feel everything should be kept in a multivac(sorta like the net) to allow more information for public planning and to formulate methods of social involvment for public interst. Of course these are poeple that will kill but so are police whats the difference. A miranda right is silence the most they can do is torture you. and even then you arn't obligated to give information. What I would geuss it comes down to is what you value. Or something like that.
