I have Win 8.1 Pro and so far it still shows as an optional update. Maybe paying for Pro was worth it. Whenever I update I get a nag screen a few hours later to get Windows 10 but I can just dismiss it.
Actually Bell had two monthly charges, one to be non-published and the other to be non-listed. And it was a simple one time IT/DP change to the line record. As others have mentioned it was just another way to grab extra monthly profit that they might not get by selling the list.
I am in the same situation myself and the timeframe is about the same. It was back when Internic was handing them out like candy. They would first deny you and then if you asked again then granted you one. So who what's to but my Class C? I should talk to the company that has all the address around it, AT&T.
