Some of us don't want to have to reread or needlessly scroll through the entirety of multiple emails to get to the most recent response(s). Especially in longer conversations involving several people. If you've forgotten what the email was about, then you can do your scrolling. Otherwise, the part you need (the most recent bit) is right there in front of you. Efficiency!
But I guess that depends on if you're just a reader or if you're also a responder. People sending me email tend to want a response, so I prefer top-posting. YMMV.

If you're talking about UAH's CNS, that's because don't trust anyone in any department. They have some of the oddest, most byzantine network policies imaginable; but I might be biased. I remember the ResNet / Main campus network split around 2001. They basically shut off network access in both dorms (SE and CCRH) for more than a week. During midterms.
I wish I had mod points. Your comments about X.org are spot on. The resultant binaries are the same. X.org 7.0 is just the modularized source for X.org 6.9. I mean, geez. It's the second item on their web page!
I'm currently running KDE 3.5, kernel 2.6.17, OO 2.0, and K3B 0.12.15 on my Slackware 10.2 system. Version 10.2 was relased nearly a year ago. The last message on the security mailinglist included security updates for version 8.1 which was released 4 years ago. If you want the ability to install the latest software easily but also a base distro that moves more slowly than the rest, you might consider Slack.
Ubuntu/FC/Suse are all good distros, but are designed to move a bit more quickly than it seems like you want. That being the case, you might consider other options.
