These records should not be kept in a central location, rather they should be used as a means to exchange information between providers more easily.

While I like the idea of RentACoder or Guru, the people posting jobs on those sites are mindbogglingly cheap rubes. For example:

Title:Java web application, jdbc, jsp, payment integration.
Description:Type: Web app.; Using: Java, J2EE, JDBC, JSP, MySql, Javascripts, all browsers.

It's a pretty common to see apps that use the database like it's a big storage closet, ignore stored procedures completely, and implement all data manipulation functions in Java. Is that a smart idea?

Depends on how your database is used, if you ask me. If you have a lot of applications that really need to use the database, then SPs can be a boon. If they just need the occasional object, using web services can be better and SPs could just be an extra step.

If the company you work for has database programmers, whose job is writing efficient queries, then it might be better to use SPs. If you're a small company, that's not necessarily likely.

I've worked at both, and really have no preference. Different solutions for different scenarios.

Then again, lately I'm a Java guy who codes to JPA.
