Its compulsory for any body the secretary of state wishes to have a card. Obvious applications are immigrants/asylum seekers that are known. Other applications include the entire population - at the complete discretion of the government without further recourse to parliament or need to pass extra laws.
It will be required for almost all citizen-state interactions, so effectively is compulsory.
Though you can't be forced to have a card, you can now be forced to be fingerprinted, attend hearings etc.
That's what happened in the UK with some of the ID card 'consultations'. Individuals writing to the consultation panel with words of assent (in green ink on the back of the Daily Mail, no doubt) were counted as a vote 'for' the proposal. The signatures/voices of *thousands* of campaigners presented to the consultation panel were treated as a single 'against' vote.
So today the government states that the majority of people are in favour, according to their research. And now that they have such a huge popular mandate....
