When installing drivers, the API call that's generally used (UpdateDriverForPlugAndPlayDevices) has a flag as part of the function that indicates whether or not the operating system thinks the system requires a reboot or not. Driver installer authors, such as myself, are supposed to pay attention to that flag and not reboot if the OS says not to. As someone further up in the discussion mention, this has been there since Windows 2000; its just seldom that the OS decides not to reboot.

Is there a reason you didn't recommend the OSMP project that you have linked in both your sig and user information? OSMP (from what I've read) seems to fit the poster's criteria a little better, at least from the standpoint that its open source.

For those of you unfamiliar with the Navy Cross, its the second-highest award for valor available to members of the Navy or Marines. Only the Medal of Honor is higher.
Or you could boot Knoppix, download SP2 or any necessary security updates to the local partition, unplug the network cable, reboot, install the service pack or update, plug the network cable back in, and be done.
