I can guarantee that you and every other dork who's saying, "Why don't they upgrade every year like I do?" or "Why don't they just write their own Linuxth app"? have never run a business. It's something that enables the business to perform the money making function. A perfectly functioning tool isn't something that's supposed to be replaced every few years for the fun of it. Your business can't operate without doorknobs, but you don't change those every few years just for fun, do you? Your business can't operate with many countless important tools, and most of those don't have to be swapped out every few years, even though they're still working fine. The state of the software industry is so shitty, that regular people still don't believe that it's as rotten as it really is. And let me assure you, the software industry is shit right now. Everything has to be upgraded constantly. All software is released with bugs galore, and it all costs way too much.
Oh, and compared to smaller vendors, Microsoft really isn't all that bad. Most small and midsize software companies that sell specialty business software are really shitty to work with.

If they can't find it, I'm quite sure some coders would be willing to write some for substantially less than than the $10,000 required for switching to yet another version of Windows that will be out-of-date in a year or two.

If you have a business that runs millions of dollars through it every year, that employs people, you don't want to dick around with custom software. That's stupid. It's a waste of time and money, and it's an assload of unnecessary risk.
Windows works in a small business precisely because I don't have to hire an expensive IT guy to setup and maintain all of my machines. The amount I spend of software is a tiny fraction of what it costs to have a professional it company take care of things. Lots of people can do lots of things on Windows easily. It Just Works. Having to call somebody every time we need to add a new computer or new piece of hardware is an absurd waste of money, in my opinion.

We already have laws to cover this or any other kind of annoyance from a neighbor. That's what civil law is in place to deal with. In the US at least, you have a right to "quiet enjoyment" of your real estate. In a situation described in the article, you sue your neighbor. No need for more laws.

Well, you really only need 3rd party applications if your phone doesn't do what you need it to do. Windows Phone has more functionality built into it than the other two. I haven't ever run into an application that I needed that was unavailable on Windows Phone 8.
The Windows Phone's interface is much, much better than the other two. It has a lot more stuff integrated into the OS, as opposed to the other two that require tons and tons of discrete "apps" for basic functionality.
The Windows Phone is definitely the best on the market right now. It'll catch up to the other two shortly. I don't know who would want a Facebook phone.
There's simply no way that the wars are going to stop. There's too much money involved. The only practical way, as I see it, to deal with the problem of the massive military industrial complex, is to cut it off at the knees with game changing technology.
