Actually, it would be intensely more efficient to do it the other way, scanning digits of e for potential 10 digit primes (those ending in 1, 3, 7, or 9) and then seeing if they are in the list of primes. You have shown that you are also a computer programming dunce with this suggestion.
Of course it would be more efficent again to not create and/or store the list of 10 digit primes but to simply test each candidate in turn.
So therefore, there should be convictions and (given the $160M severity of the crime) incarcerations, right? I mean, you obviously can't convict the entire organisation, but somebody had to authorise this behaviour...and they commited a crime and should pay the price for it.

Smaller binaries means effectively more useful code fits in cache, reducing cache misses. In some cases this can make remarkable speed improvements.
Maybe the new government of the sovereign nation of Iraq could extradite George W and charge him (along with Saddam) with mass murder.
