In GA, tuition is subsidized by the state lottery (ironic little idiot tax, but NOT in any way a forced/theft tax system like regular taxes), and the University System of Georgia is the state gov agency that runs public state schools (there might be a private one or two, but they don't account for the bulk of the budget that USG gets). the USG certainly does get proper tax money, but it's a minor source of income compared to actual tuition and such. Intel has such a shit reputation with the GPU/gamer crowd that they'd profit more by leasing those fabs to AMD/Nvidia (strictly on GPU production, i doubt they'd allow AMD to make CPU's on it), whom can actually market and sell GPU's.

The Iris Pro is a competent gaming chip, but it only matches AMD's iGPU at best. And yes, DDR3 is a severe limitation. As are Intel GPU drivers. (garbage) But as silicon goes, they are actually good GPU tech and plow through OpenCL.
