One suggestion is to have a Citizen's Government on the Net, set up in such a way people (registered voters) participate anonymously, and vote among themselves initiatives to be presented to Congress.
The most imporant thing is this. People need to start speaking out against stupid stuff like this, but the media is never going to report it. The media might just be too scared to report on controversial issues.
Buying stuff should be anonymous. They don't need to know personal information cause it's your right to privacy.
Returning stuff, they do have a right to some basic information. Imagine someone buying clothes, wearing it with the tags for one day, perhaps for a dance, then returning it the next day?
As for electronics, I don't know about that area.
And a side note, I hate it when forms ask me for a phone number, in a required way. I do NOT have my own phone line. And no, I don't like putting down someone else's phone number that I have access to.

For Congressional Districts, redistrcting can cause problems making it unfair. One idea is try to make the Congressional District along the boarders of the counties as best as possible. Or have a statewide STV election.
As for abolishing the Electoral College, I don't know. I do know that we need to prevent election fraud, whether it's rigged electronic voting, missing ballots, unsent absentee ballots, provisional ballots being ignored, etc.
Third parties need to be included in debates. Also, free airtime to all parties for the Presidential race.
Maybe it's time we elect the President and VP separately? Perhaps it would be better if by some chance, we get a Democratic President and Republican VP. Maybe that could help with the balance of power, cause the other one might prevent some corruption.
Perhaps the even year General election after the Presidential election (2006, 2010, 2012, etc), a recall vote be required. The idea of this is if a President gets a 50+% recall vote, perhaps he or she shouldn't serve out the rest of the term.

That's kind of a scary thing to read, but consider this. That's only part of his plan. Perhaps with the completion of his whole plan, it could work, with people helping other people who can't afford school.
Also, please consider this. Unlike the current top two politicians, he's not trying to become President in order for power and control. Badnarik seems to care about the issues, instead of providing false promises in order to become leader of the third largest country in the world.
The better question, would the American Founding Fathers and Mothers go for this idea? What would they think? Were the Founder 'Parents' for or against big government?
Why not close all business loopholes and perhaps create a flat business income tax? This way there's no weaseling out of it somehow. Wouldn't this increase tax revenue? Perhaps only on businesses making over a certain amount, since small businesses could be hurt.
