It gets hairy here, because while they can't control what you do, they can control if it's on company equipment.
For example, at my company our laptops won't connect to the internet unless through the company VPN, (TGF BT3 USB) which means they monitor and act on the information you exchange.
I know plenty of people who've been dismissed for improper use of company equipment, regardless of it being onsite or at home.
The bigger issue is ownership of the machines - if the students get to buy them at the end, don't they own them (or are at least renting them?). I'm in favor of not censoring the usage anywhere - just make sure the students are using the machines in public with a responsible adult present.
Whether or not you agree with the Patriot Act, it's a law, so technically legal on the government side. Arguing morality (sorry, ethicality) versus legality is never useful except in philosophy. Wouldn't hold up as a defense, anyway.
In Palin's case its evident that a number of her contacts are @alaska.gov
You have to understand something about email archival compliance. The email server logs all messages, inbound and outbound.
In this case all those emails were logged by the alaska.gov exchange (or whatever email) server and are in the public record. FIOA is not undermined.
Let the government investigate. If she were conducting government business between personal email accounts, there might be an issue.

So far, all the reactions the publicity the Dems have given is to simply focus more attention on Palin. You can't sell your own widget if all you talk about is the other guy's sprockets.
Every opportunity to communicate can be handled admirably or poorly. Those reactions are what bankrupt companies, people and countries, and have driven people to suicide.
To another point, anonymous are not the police, and breaking into the account was not justified. Breaking into a celebrity's house to steal drugs to give to the press is not justified simply because the person is famous.

Seriously though - given that we are the most advanced civilization we know of (narcissists), what are we doing to evade all the NEOs that can/will hit the Earth. Using the same logic, there must not be any intelligent life in Hawaii, as parts of that island are routinely destroyed by molten lava.
