Assuming that the baterries don't die, that the winning can can get a GPS fix at the right time while able to reach a cell tower and succesfully dial out after it had been sold but before it had been thrown away all while within the vicinity of the "prize team", this sounds like a great idea.

What "modern technology" is lacking in a 747-400? It has new avionics and new engines, what else is it lacking? Sure the airframes' basic design is old, but it isn't as though airfoil design has changed much for heavy lifting aircraft.

That sound like a good idea at first, except that the whole issue of "secure systems" then gets turned over to lawyers for resolution. For the small development shop that translates to more money out the door for legal fees.
Taken one step farther, suppose that there is a large software developer with in house lawyers and a bottomless bank account. Now if this law was on the books, this developer could use that law to bludgeon smaller shops to death with their lawyers in the endless persuit of "secure systems." They would probably even get some good PR out of it, what with them protecting all the end users from "insecure systems."

I have Sprint PCS and use it all over the country (it's 85% for when I travel). I've been pretty happy with the service I have gotten.
