Option 2 : Even cheaper, since no pc would be needed, would be to buy a number of openwrt-capable routers, plugin a USB camera of whatever brand you want. Run something like http://www.lavrsen.dk/foswiki/bin/view/Motion/WebHome on each of them and store images on USB sticks or have them upload the stuff to a remote server..
Problem with option 1 is that the pc itself would probably be stolen if someone broke in. Option 2 would allow you to hide each router much easier and have images synced between them or uploaded to a remote server.... Also it would not require you to draw network cables for each station but you could just setup a mesh network directly from openwrt. It would also allow for using cheaper USB based cameras instead of expensive network-based cameras..
And there are no cases where people have been innocent but still convicted just because there where a very strong suspicion that the person did it...
Or how about that there are lots of people accepting rulings without a jury because they cannot afford a lawyer and accepting a 2 year probation sentence instead of risking going to jail and loosing everything they have.. Just getting arrested for something can cause havoc on people's lives, even if they are cleared of all wrong-doing..

Other simple way to do it is to get a really cheap-ass phone without data-service, get a USB or rs232 GPS module and a cheap router that you run openwrt or similar on, when bike is moved just send a text with the coordinates...
Remember the 'good old times' when i worked for HP when they merged with Compaq... and Compaq brought some big union crap with them...
