It might not be your DNS, but it IS something with your system. I just installed Chrome on a fresh Ubuntu installation and it worked perfectly. Facebook pulled up in about 2 seconds. Check your proxy settings (System > Preferences > Network Proxy) and make sure it's set to Direct Connection.
Given that most people rave about how fast Chrome is, I'm going to have to say that something is fucked up wrong with your machine. Your anecdotes aren't proving anything other than that you have a shitty computer.
It is the same fucking thing. The torrent system is useless without.torrent files, thus hosting the torrent files is equivalent to hosting the files. The torrent clients have no other way of knowing where to get a file.
At the very, very least, I might concede that it's aiding and abetting copyright infringement.

They always make all kinds of bullshit claims about a product that you, if you the technician, will get to correct and thus take the wrath of the customer. I worked in a tech support call center a few years ago and I'd always get two or three calls each day where the customer would complain that the sales person told him that the program did X and Y, but he couldn't make it do X and Y. I would then inform him that he was misinformed and the program really did not do X and Y, and then I'd sit through a barrage of abuse directed at the company.
School isn't a free for all. They should be looking at whatever the hell my tax dollars are paying their teacher to tell them to look at. They can access other sites on their own time/dollar.
It's an ok place to start look for sources. A better place is a journal/periodical database. Most of the time you can get free access via your school, university, or a public library. Google Scholar is also a good research resource.

My point was that everyone else in the world doesn't matter to the Chinese. They have their way of doing things and they seem pretty content with it.
