They are only blocking it like the gambling sites, through a DNS Poison.
Just changing to OpenDNS (Like I have 1-2 years ago) solves it.
I for one am very happy with the outcome, other than the wife & kid dying.
If only more spammers could die, in some way.

If I was running an ISP ; I would do this from the beginning.
An ISP may not be liable for the users 31337 traffic, but I think they are responsible for 'drone' traffic.
Port blocking is excellent.
If these damn ISP's would block port 25, instead of Vonage's port -- Life would be so much better !
Why a dynamic IP block should have Port 25 open, is beyond me.
