I really expected an uproar from the Libertarians about this but they are strangely silent. Maybe they don't really believe what they say about things they are against and actually support the monoply/oligopoly form of capitalism we have now with government controls of free trade. Your range theory is a misunderstanding of RNG (true or pseudo). To restrict the range of values output is simply a matter of interpreting the bitsream in whatever way you choose.
I could take any bitstream and get numbers either integer 1 and integer 2, and no other values allowed, but that doesn't mean the RNG is limited. Thats just my algorithm stripping all but the last bit and adding one, or whatever way I choose to restrict the range of numbers. That process has nothing to do with the underlying RNG and its randomness.
Better come up with a better compression algorithm because Windows Updates alone already overflows 500MB. But here's an idea, how about using some of that 500GB disk drive you have in your computer. Maybe you could use Linux to access everything over 32GB or whatever the Microsoft limit is.

I have news for you, police or prosecutors don't drop charges even when they have no evidence. In this case they indisputable evidence, but only if it really was illegal. Otherwise all they had was evidence of a citizen acting perfectly legally and within the law. After all, if videotaping really was a crime, and they had the tape, and the equipment that made the tape, then they had an open and shut case.
