I believe the Dutch government was saying "Since most users don't pay attention to the protocol (https) or the lock somewhere on their browser screen on sites or pages that require a secure connection they shouldn't use any sites that give them a warning about the certificates. Any other sites or pages that do not require a secure connection (most of their sites and pages) are safe to use."
The only reasonable action is to take the sites down until a valid certificate has been issued and installed.

Because computers use logic to operate. When you remove the binary 'black & white' nature of logic you start entering shades of grey. Shades of grey are fine for everyday life, but when they are applied to some things they just don't work. For examples see ethics, the law, loyalty, monogamy, honesty, etc (to see all of these in one example see politics).
This isn't 'The Chinese' (as in the Government) its some Chinese guys at a university in Beijing with a crazy idea they posted on Arxiv. Arxiv is not the place that the Chinese government will be posting their world domination plans.
Do you really think that this type of endeavor could ever take place without governmental involvement? The resources required would be astronomical... and any government worth their salt would milk this for every drop of national pride (and then some).
This can't happen without the government getting involved because "Two Guys From a Chinese University" is not a viable entity for this type of operation.

Users who cannot grasp what "undo" does will be overwhelmed by the concepts of "batch processing" and "delayed email". Many already have enough trouble with "the trash is just another folder".
When trying to see things from the average user's perspective just have someone kick you in the balls while you're sniffing glue. That should result in a relatively accurate POV.

No. 2012 is not the year that the final decision on tablets will be made.
Just a little insight for ya', but Android is not going to sit idly by and wait a few years before finding and growing their niche in the tablet market. That kind of strategy may work for companies that think they can't fail because they have a large enough war chest to survive a war of competitive attrition, but Android isn't a sloth-like, relatively static codebase that's hoping others die before stepping in. And let's not forget that given another year Apple will have their next iPad on the market (and who knows what else).
Apple is trying to create dependancies between its phone, tablet and entertainment products much the same way that MS made Windows + Office a dominant combination. Until MS can enter the market with strong ties and motivation for users to buy multiple MS phones, tablets and other entertainment products they will not be "racing to the finish line" with Apple, Android and whoever else jumps into the marketplace.
Microsoft was using this technique on one of its sites, MSN.com, and now the company said that it is no longer doing so.
They've probably come up with another way to covertly track users. I've always been amazed at MSN.com's ability to display on a new workstation even if the firewall and proxy haven't been configured yet. I guess those pesky servers just happen to like that combination of letters or something.
While you are at it, teach them CTRL+C (Command+C) and CTRL+V and CTRL+A. At least 25% of users have never seen any of these amazing combos in action either.
Let's not forget the ever popular CTRL-Z. I have some users who never knew that "undo" was an option let alone a keyboard shortcut. Of course, they're always surprised that CTRL-Z won't make an email they just sent come back.
