IN XP, unless you specifically tell it otherwise, every user can access the Documents and Settings folder of every other user with equal or lesser permissions. So, if everyone in the lab is set up as a power user, you can see each other's information, you just can't see the Administrator's info.
I get the feeling you would need a pretty large nuclear bomb to do this. And it would obviously affect a large number of countries that the terrorists presumably have no gripes with. No accounting for crazy people, though.
It looks as though the change was no more substantial than normal fluctuations relating to tides and such. As for the measurement of time, since we generally defer to an atomic clock on that, it certainly is not going to influence the speed of vibrations of the cesium atom.
If you look at the website, B612 never says that they are going after that asteroid, the OP apparently pulled that out of thin air to create a better story.
Notice that they don't say they intend to influence a 1km asteroid, so while it would be impressive just to hit anything moving that fast, this may fall somewhat short of overwhelming.
