Well, I don't know if Microsoft (or anyone) could write a Driver interface for Linux, without being considerd a Linux Kernel derived work, since this will probably need some EXPORT_SYMBOL_GPL functions, and if not, the kernel developers will just export some needed symbols as GPL only.
I know that, but really don't like to translate names. You don't translate "Marcelo" to "Marcel" or anithing like that, so why translate countries names?
Have you heard about Tosatti maintaining the 2.4 kernel, or about the BraSilian goverment that have plans to switch to open source, and producing a sheep popular PC with Linux, or about ACME (another kernel hacker, with a lot of contributions to the kernel), or about the cool FISL (International Free Software Forum) at Porto Alegre.
