I think you can do a lot here. I posted ealier about the lockers and the software package. After an item is returned, the poster (or to make you happy a work-study student) would go in and inspect the item, make sure it is in working condition, or track down the last user. He could then update it's status so the next person who takes it out knows they are responsible. Now, someone comes in before the item is manually inspected. The display would read something similar to "Item returned but not inspected". If someone so desperately wants to take it out, they ACKNOWLEDGE they are responsible for it, or they put a request in for the item and get an email once it has been inspected.

I personally like the home built approach. Why not have a locked room that can be entered by swiping University ID (these must be in place already in the school). Lockers containing the items to be loaned with magnetic locks line the walls. (Maybe include RFID tags as backup?) Someone out there I am certain can write a simple SW program that uses the persons University UID and PWD (nothing new to learn) to authenicate them. Once in the system, they see the current status of items available to loan, pick what they want from the list (maybe even include a request functionality?) Hit a Submit button and VIOLA! (that's waaaa-laaaaaaa to you) the magnetic lock opens and hey! i can pick up my piece of equipment 24/7.
Now, let's hear how those with the expertise would implement it instead of sniping about off-topic BS.

Come on, like MS or not, it is their product, they should be paid for it. Financially it makes sense. Who wouldn't want 90% of illegal Windows users leave to another OS (and become their headache) and pick up the other 10% as paying customers.
It's great to have 'free' OSs out there and let them be a viable alternate for some users, but we all know currently there is not a magic bullet to jump to. Let the media start commenting on the lack of a mom and dad installable OS as an alternative and MAYBE everyone will have something to be happy about, an alternative will rise from the ashes of smashed phones.
Also, maybe people might actually start paying attention to their surfing habits and NOT open themselves up to non-removable spy/ass ware. I'm guessing that anyone who got that on their machines? Can lay blame right back to the person the see in the mirror.

there is a point to advertising, yes i agree. Having lived in Boston, MA for about 12 years, i know there were plenty of lawyers and they did some advertising and business was flourishing. However, since moving to New York 18 months ago, I am bombarded by billboards (a completely other subject) and TV commercials seeking out lawsuits for what i personally would call questionable reasons.
Why does a lawyer have to state "SUE SUE SUE" in their ads? Why can't they just list their name, phone number and services? WHY do they need to proclaim how many millions they have pulled out? In my opinion, it just brings in clients who see the promise of $$$$ with sometimes shaky cases. I would say that these people (loosely used term) who wrote the C&D letters for iDownload, didn't actually do it because they believe it's not spyWare, they did it for the retainer and the checks for the hours they can bill fighting with every other lawyer who has to answer them.
I'd like to see all states enforce the advertising limits that Massachusetts does (no, I don't know what they are specifically, they might not even be lawyer-centric), but they make for a much less litigious society. New York has issues, companies don't want to do business here, you can't even lease a car in NY because of lawyers finding loopholes.
I personally think that a lot of the things we like to complain about, increased costs for healthcare, insurance, paying more for just about any product are caused by direct (how many $1,000s did companies who received C&D letters here waste on responses?) or indirect (increased insurance premiums to cover higher malpractice insurance for doctors) lawyerly actions.
are there good lawyers? yes, of course. are there questionable ones? yes, and sadly they give the ENTIRE profession a bad name.
