That's over 230 million data points encompassing snow depth, minimum & maximum temperatures, rain fall, and general precipitation. They charge $100 for the data.
To develop a public-facing website that allows the general public to analyse the data using a simple user interface requires over 500 hours of work for design, implementation, integration, and data transcoding. That receiving a 9-stone handicap is immense cannot be overstated. In Go, the fuseki (the beginning; an empty board) is the most abstract part of the game. People say moves just "feel" right, professionals talk of moves that are equivalent, ladder relationships can be critical, high-level strategies come into play.
Computers will eventually conquer the fuseki; but at 9 stones, the opening is bypassed. With 9 stones, all ladders are initially won by black, which effaces a tactical lever for white.
And that's just ladders. Direction of play, thickness, joseki selection (and variations), balancing power with territory, and so forth are practically eliminated from the decision tree.
Black dominates at high handicaps. Any direction of play will be correct. Any thickness black develops will be useful. Most joseki (a common, equitable exchange of moves) will favour black.
In a greater than 5-stone handi game, black wins naturally by connecting the handicap stones.
